Vladimir A. Rakov received the M.S. and Ph.D. degrees in electrical engineering from the Tomsk Polytechnical University (Tomsk Polytechnic), Russia, in 1977 and 1983, respectively. From 1977 to 1979, he worked as an Assistant Professor of electrical engineering at Tomsk Polytechnic. In 1978, he became involved in lightning research at the High Voltage Research Institute (a division of Tomsk Polytechnic), where from 1984 to 1994, he held the position of the Director of the Lightning Research Laboratory. He is currently a Professor at the Department of Electrical and Computer Engineering, University of Florida, Gainesville, and Co-Director of the International Center for Lightning Research and Testing (ICLRT).

Vladimir A. Rakov recibió el título de maestría y doctorado en ingeniería eléctrica de la Universidad Politécnica Tomsk (Tomsk Polytechnic), Rusia, en 1977 y 1983, respectivamente. Desde el año 1977 al 1979 trabajó como profesor asistente de ingeniería eléctrica en la misma universidad. En 1978 inició sus investigaciones sobre rayos en el instituto de investigación de Alta Tensión (una división dentro de Tomsk Polytechnic), entre 1984 y 1994 ocupó el cargo de director del laboratorio de investigación sobre rayos. Actualmente es profesor del departamento de ingeniería eléctrica y computación de la Universidad de Florida, Gainesville, y codirector del centro internacional de investigación y prueba de descargas eléctricas atmosféricas (ICLRT).
