Masaru Ishii was born in Tokyo, Japan. He received the B.S., M.S., and Ph.D. degrees in electrical engineering from the University of Tokyo, Tokyo, Japan, in 1971, 1973, and 1976, respectively. In 1976, he was with the Institute of Industrial Science, University of Tokyo, where, since 1992, he has been a Professor. Prof. Ishii is a Senior Member of the IEE, Japan, and a member of the American Geophysical Union (AGU) and the International Conference on Large Electric High-Tension System (CIGRE). Currently, he is a Vice-President of the IEE, Japan. His current research interests include lightning and high-voltage measurement.

Masaru Ishii nació en Tokio, Japón. Obtuvo sus títulos de Ingeniería Eléctrica, M.S. y Ph.D. de la Universidad de Tokio en 1971, 1973 y 1976, respectivamente. En 1976 se unió al Instituto de Ciencias Industriales de la Universidad de Tokio, donde ha sido profesor desde 1992. Prof. Ishii es miembro Senior de IEE, Japón, y miembro de la Unión Geofísica Americana (AGU) y de International Conference on Large Electric High-Tension System (CIGRE). Actualmente es vicepresidente de IEE en Japón.  Sus intereses en investigación incluyen descargas y mediciones en alta tensión.
